I'm going be different, and state Aoi with Kyoto in bloom ( night version. )

Even though, I don't know if any of these were listed in your list o_o;;

Edit; since they're trying to attract VF audience as well, it's been awhile since another VF character was introduced. Aoi was high on the request list, so I think she has high probability if more characters are added after Phase-4.

Kyoto in Bloom, would fit her character perfectly. I also see a fair amount of people requesting it. So it's a combination of high chance & what I like.

( Though I honestly think after Phase-4 that's it for ultimate to be honest. )

When I said "current", I meant just the DoA5 characters.
But yeah, if you include Tengu, he does look like a villain too.
I think Raidou is scarier though...

How do you determine the winner/s? Is it by the highest vote of the pair or are the votes for character and stage separate?

Personally I think that the most likely to return are just Tengu and Aerial Gardens, even if I'm not sure if they will be the next ones :)

(On a side note, my favourite three new additions in the cast would be Tengu, Irene and Yaiba/Original Male character)

I have to add to my previous post that I would love the return of the old characters from DoA Dimensions, in particular of the three bosses. By the way currently the only ones that I see with a real chance to be added are Tengu and after him Raidou (and the the last one only if Phase-4 will not be revealed a character with a moveset similar to him)

Rachel and Irene aren't surely the characters more deep in the series (even because their time in the respective games plots was little), but definitely they have different personalities between them.

I would love a new stage only if multi-tier, irregular shaped and with obstacles like the old DoA ones ;)

I really like the design and the personality that he seems to show, something impressive considering that this character appear only in Hitomi's DoA3 Ending (in other occurrences just mentioned).
