How do you know that guy wasn't an agent or something? He probably was a demon or another hitman hired to kill. Why is that so hard to understand?
DOA3 and DOA4 have their share of recurring "ending cinema extras" that have no connection to other series whatsoever. For example, the thugs Jann Lee and Leifang fought in DOA3 returned as tag-team cannon fodder in Lisa's ending for DOA4, but have no stronger connections to the series than just that. Likewise, in DOA4's ending for Leifang, the unfortunate clumsy guy in the train got in the same mess in DOA5, but also had no bigger a connection to the series outside that universe.
With this amount of consistency, it's safe to say the Rachel lookalike in Bayman and Christie's DOA4 ending is not Rachel, but as Grape suggested - I'm sorry to say - was most likely a prop as rushed as the last minute changes Itagaki made to the gameplay from the X05 build at the time.
Also Rachel is officially my 3rd main.
