I'm just curious, to the winners of past design contests, what was the prize? If I were the one in charge of deciding prizes, I would give a early access code of that winner's costume to the winner plus a few to share with friends/other players.

The only "winners" were the ones that placed the highest back when they still did a fan vote or for the devs favorites. Nobody else got anything beyond eternal bragging rights.
The highlight of the prizes (for the top 3?) was a vanilla CE artbook with signatures and doodles from the devs and artists on the inside covers.
I think they gave some other merchandise too, like mousepads, pins, etc.

Basically you get left over merchandise and the ability to spend £1.69/$2 on the costume you made
I got an email verification for my Marie Rose design one or two days after, for my Christie design I didn't get anything so far. That's about 3 days now. I wonder if Tani, who managed all the other costume contests and was very devoted and usually quick to answer, already left KT.
He left like 2 days before you posted this.
That's actually pretty sad. He is a cool guy and he was dedicated and literally always available for any sort of problem.

I talked to Saito, the art director, at the festival. He said that because of the volume of entries they got (thousands), they weren't able to contact everyone individually. But that doesn't mean they didn't get it. And that he's sorry for the trouble/uncertainty that it caused.
The bad news is you all may just have to go on faith that they did get it and hope it makes it in the game.
