I think that it's a cute choice for her Halloween outfit, even if her Phoenix one would have been amazing on her in my opinion.
About Ryu, one of his outfits was awarded from Team NINJA and so now I believe that he has good chances to be part of the DLC:

Even Kitsune Hayabusa is a great design, but it's a complex one that would be inevitably modified if chosen, just as happened for Queen of Hearts Nyotengu.

I didn't know what to do either, no one seems to care much about halloween in english speaking countries outside of the USA, so I have seen very few halloween costumes in real life. When I think of halloween I think of more funny costumes than outright horror.Wish they would have clarified. I as well as many others apparently, remember that people dress up as everything for Halloween, not just stock monster types.
