In the neutral game, yeah she's complete ass. However, once she lands a hit, she has possibly some of the best pressure and mixup in the game, bar Helena or Brad Wong. Her teleports are nigh impossible to react to, and she has probably the best one-hit launch game in DOA5U.

Patch costs maybe. I read (dunno if it's true) it costs $40k to patch a single console and considering they have to do two that's $80k. This will be the.. 7th patch I think.
As for Fatal Frame it's both Wii U exclusive and probably staying in Japan so idk about that

I believe that patches for Xbox (at least the 360) are now free for the developers, by the way from what I know they usually have high costs, just as big additions to the game as characters or stages in our case.
If Nyotengu is the last character coming out on PS3/Xbox in parallel with the DoA5U console release anniversary (3 September), maybe a new stage could be the gift of TN during the DoA5U arcade release anniversary (24 December).

Flame me for this but imho, some of the bikinis in the last bikini pack we had before Marie were quite good. I can definitely see more creativity there than what we had for the last 5 copy paste packs.

To be honest I'm actually ok if it ends with Nyo. She was the whipped cream a 4th character would just be a cherry on top.

I agree with @AsheMann21, but even in many other original outfits (so overall disc new outfits, Halloween and Casual packs) there are IMO some really nice ideas and details, some of them even easily hidden without a focus on.
It's a shame because, just like said @David Gregg some pages ago, TN given more times evidences to know how to create great outfits, but sadly market laws force the game to give priority to the release of outfits less original and dedicated only to a part of the roster.
