I don't think so: it would be an economical waste to release a female character as Nyotengu without giving her DLC outfits (similarly to the consideration that the new female charas of DoA5U got less opportunities to get DLCs); in addition the Halloween contest realized in July make think to the will of TN to release new Halloween outfits in October.

Exactly. Phase 4 is made to be a turtling/punishing character. Wait for them to slip up, then capitalize on it for half their HP.Phase 4 is supposed to be unsafe, like Kasumi. That's just the character. Unfortunately she has almost no mixup to make up for it.
