I don't think so: it would be an economical waste to release a female character as Nyotengu without giving her DLC outfits (similarly to the consideration that the new female charas of DoA5U got less opportunities to get DLCs); in addition the Halloween contest realized in July make think to the will of TN to release new Halloween outfits in October.

I don't know... To be honest, I think Phase 4 shouldn't even have gotten DLCs to begin with knowing that she's just another Kasumi clone. It honestly didn't even made sense at all giving her stuff that the original already has to begin with.
None of the winning entries have yet materialize from the first contest so I'm not so keen on a 2nd batch of Halloween costumes though. I think that's best reserved for DOA6.
Phase 4 would have been alright , but her safety has caused everyone to worry more about not dying than damaging the opponent. So instead of seeing those super flashy combos it's just constant -> poke pray poke pray poke pray
Not dying is sorta half of the game, though.
The current roster is at 32 now, which is a great number for DOA5U, hell, any 3D fighter. Nyotengu being the last new character is not surprising, I mean, considering Team Ninja decided to save the best for last. The new additions in 5U have been more than acceptable, especially since Ein came back, Rachel and Jacky were added, and Marie Rose was totally unique. New characters should be saved for DOA6, especially since there's a high chance the VF guest characters aren't returning. Regardless, I think everyone should be happy with the current roster, especially people like me, who continues to purchase DLC. My wallet needs a break. Lol

Exactly. Phase 4 is made to be a turtling/punishing character. Wait for them to slip up, then capitalize on it for half their HP.

See I can capitalize for half health with Bayman as well and so can other characters. I see no reason why she's so gimped offensively
