I cannot think about another VF character. In terms of popularity/importance in the serie, who is the 5th VF character after Akira, Sarah, Pai and Jacky ?
Goh and Arashi would be the most interesting in my opinion but Kage and Aoi are the most requested/popular ones.

You have to keep in mind though, that Team Ninja's English isn't the most accurate/precise, in what they understand, when we ask them something and in what they then reply to us. We believe, there have to be more characters, because we take, what they write, absolutely literal. But even the "We told more fighters" is actually not proper English... So, what exactly did they tell more fighters?
In general I agree with you, it's always possible to get misunderstandings when one of the two sides is not able to communicate properly in the language of the other, anyway this time doesn't seem the case to me: the fan made a question to TN explicitely proposing in his tweet two possible alternatives "Did you say that there will be released a fighter, or more fighters?" And TN answered directly quoting the "right answer" of the user "We told more fighters", just like using the short version for giving an answer in English.
Personally I don't think that should be too much complex add 1 or 2 extra icons to the character select screen. Logically I would go with this scenario for adding 1 more icon:

Sure, it would be necessary to make eventually some slighty fixes to the down text (for the first 2 pictures to the "free play" on the middle of the bottom screen in DoA5UA during the single player, for the last one to the text about the buttons to use for the selection in the down right angle for the console versions), but nothing so big.
By the way, even if I agree with you that for aesthetic reasons would be better to try always to keep a certain symmetry in the selection screen, remember that the last game of one of the most popular fighing series didn't care for something similar:
Finally, consider also that now the random selection filter screens of the character and stages in DoA5U got an entire extra right column (with the name Phase-4 for the characters, and completely blank for the stages)... and definitely both of them will not end to be filled with extra DLC characters or stages.
Very likely Aoi and after her I believe Eileen (but I could be wrong on the latter).

Honestly there is no way to misunderstand this post, TN is confirming at least 2 characters after Marie Rose and Phase-4, enphatizing just the plural to a fan that was putting in doubt just this matter (a single or more DLC characters?). If something is just the announcement of TN to release all the characters for September that it's was always been given with a dose of doubt (they talked in February to release a complete pack of DLC characters in six months or later, and they repeated the message in the same way at least another time).
The only way for TN to go against it would be to change their mind, but of course they planned the DLC roster since the time of Marie Rose, so the work on them was already planned (and so far I believe that the DLC policy was succesfull, so why to stop?)
More, this is no proof but considering the DLC placement in the DoA5U site there is room for 5 icons...
Considering the trend of the DLC characters released so far (for persona and fighting styles) and some recent tweets of TN, I officially put my bet on Victor Donovan (in my hope for at least a male character and no more guests) as remake of Raidou and/or Genra + Irene Lew as a female character and with a completely original style, released for last in parallel with the first one Marie Rose.
Feel free to put shame on me if I will be wrong! XD
I thought Donovan a long Time ago and my Second Thought was Miyako because Helena talked with kokoro about her .

Well, I believe that in the realm of the possibilities Miyako or even Ayame are possible choices, being secondary characters that ended to be involved with the plot in background (however Miyako has more chances being a character fated to get importance for the plot in future, Ayame not necessarily will get again the light on her).
However both Donovan and Irene are characters heavily tied with the plot (Donovan for obvious reasons, Irene with DOAD got unexpectedly a big relevance in the DOATEC plot that appear pretty strange for a character born as a comprimary of the NG series), and they are more popular between the fans. Just for this reason I believe that they would be more likely choices (if TN decide to act according to this criteria and not for example including a very popular character but guest star or going with original ones).

Hmmmm.. now that I think about it, Donovan and Miyako already have a model in the game. But it's hard to think about a moveset for Miyako... an alternative for Kokoro's Bajiquan would be fu*king redundant...

If you're on psn (don't know how xbox works, might be the same) looking at the amount of ratings something gets can give you an idea. Of course a lot of people don't rate things but you can tell what sold more than what.

it would be pretty interesting for each character to get like their own little video though. like for Bayman he would be facing one of those child chess prodigies when a hit team storms in and after the ensuing firefight Bayman walks back to the board and makes his move "checkmate" the walking out.
