Okay... Now I'm really curious, why you think, I would win again... Very likely not because I'm so incredibly talented as a designer in your opinion... Come on, bring it on!
The real question is why they'd post it at the start of June.
Like was mentioned before, the text doesn't necessarily indicate it's a contest. However, that's the only reason I could conceive them announcing something about this now, given that they'd want to have time to run the contest and make all the winners before Oct. 31.
Honestly, I wish they'd just take things step-by-step. We still don't have Phase 4, let alone a release date or range set for when we may get her. The contest winners still haven't gotten all their rewards, no announcements have been made on which costumes will be made DLC. No indication of when that fan costume DLC may be coming around. Then there's the whole "nose / Tengu" fiasco, and now we have this cryptic nonsense.
Like... slow down, Team Ninja. Finish what you start before moving on to some new shit every other day of the week.

I don't know why they pick Halloween out of all occasions? Everyone received a unique costume from that pack and it's unlikely that it wasn't profitable.
They should just go with Christmas or maybe Valentines (even though February is over).

I'm going to attempt to make a micro bit of sense with this with an equally bad theory.
One of Tengu's abilities was to immediately change season along with "deception" abilities. DOA might be playing that the seasons have gotten changed because of the new Tengu.

they are specifically talking about costumes, they even posted concept art of last years Halloween costumes, you're thinking way too hard right now chill.

I'd prefer if they redirect creativity on full clothes that doesn't have to be in a theme.
i would like another chance at that too, but they literally just did that.

At most, if ever I join again, I would probably just draw it as early as now and reserve it for later.

I think they're obviously doing this now so they can't get the entries in time to create them for Halloween. Releasing Halloween costumes in October practically puts money in their pockets.
I know the last one was a mess of a contest, but frankly I don't care. It was so much fun, and it's great to see how the community wants their fighters to look. There were some truly exceptional designs.
Side note: am I the only one around here that actually likes Mila's pumpkin costume?

I think a Knight outfit would look awesome on somebody like hayate or rig. I'm lousy at drawing armour otherwise I'd seriously consider having a crack at that. I'll be sticking to something more 'regular'
For Rig I would make a raggedy phantom. black pants, covered in torn up skirt, his upper body would be smoky, gray, and see through and you could see his skeleton, all that with either evil glowing eyes
