Well ryu is largely irrelevant to street fighters story as well.
Mitsurugi is there looking for a fight.
Considering its a fighting game, I would say that's an ideal story.

Looking for a fight doesn't seem to have much of an aim/goal/motive for an ideal story.
I'm not too sure about that one. Street Fighter's story has been pretty much left in a plot hole of no advancement because of how the game is at the moment. They are at a phase where they are still thinking on how to advance the story without killing Street Fighter. Ryu is really relevant to the story, they just don't know how to make him progress because now it's at a point of Fighting game and not worrying about the story too much. They are still making plans ahead in the story...they just haven't figured it out yet.

Has ryu even had a story beyond "likes fighting"? I know his little miniakuma thing but that's about it. Seems everyone, even Ken has more story relevance than him.
Everyone else I can name their story off the top of my head. But ryu, I got nothing
It does when its about people gathering to fight. Ryu/mitsurugi, etc, are there because they live to fight and become stronger.
Just being observant, lol. I was looking at the white shine on her lips before and after and it seemed like it grew brighter after she licked them (she didn't move her face much so there wasnt a drastic lighting change). I could just be tripping.

That's more of a personality side to it, It's this side that makes Ryu want to become stronger and train harder. But of plot...there's still room and things that make him the protagonist that cut him from the rest. Characters like Dan and Sakura weren't intent to exist because it would avoid the actual plot..but they were placed in Street Fighter for roster shine and to make it more worthwhile to the series in the Fighting game. Except that now, Sakura has become a valuable asset while no one knows that if Dan will make any placements..but because of popularity..people "like" Dan because of his humor, so they kept in him there too.
Ken was originally suppose to be the main character from what I hear, till they scrapped that idea for who knows why. But they added extra sauce to it by having another guy similar to Ken...which would be Ryu. Except Ryu is more of the determined type and wouldn't back down on a fight, which personalities like that is very popular. Heroes etc.
It's a possibility that it's all the time. Maybe some one can zoom into her skeleton and observe her tongue wiggling around while she fights.

Personality-wise, I like Ken's cocky attitude. He's livelier than Ryu.
But that goes for everybody else who's in a tournament. Surely there is a true outer motive that they want to achieve from it like to prove someone his/her worth or to avenge someone, etc. A character's plot centered only on "looking for a fight" would look as bland as saying this:
"Hi. My name is ____ and my goal is to defeat all of you. Once I do, I will go home and hibernate until they announce the next tournament."
But that goes for everybody else who's in a tournament. Surely there is a true outer motive that they want to achieve from it like to prove someone his/her worth or to avenge someone, etc. A character's plot centered only on "looking for a fight" would look as bland as saying this:

his pokes are too stronk.But yeah, for a short answer. He does have a story behind him besides training to be the best. The guy doesn't even know "X" guy is his father and the plot of the power he has within, I said X to avoid spoilers so ignore that anyway if you hate spoilers. Street fighter as of right now has been lots of flashbacks and re-telling the story at times. They take awhile to advance in a story... I got bored with SF so I don't dig deep into it anymore. That SF assassin's fist is the only one I liked so far.
Ken is voiced by Reuban Langdon, aka: the legendary Dante.
So he is automatically cooler.
