Yeah I'd heard there was a lot of controversy to do with Josie Rizal about her not doing justice to who she's based on etc. I can't really comment on that though since I don't know enough about the problems people have with her. Personally from a completely individual perspective I like how she looks.
Her speaking English makes since to me, don't a lot of people in the Philippines speak English anyway? They probably couldn't hire a traditional Filipino speaker, so they went with English since that's another language utilized.The main problem we locals have with her is that she's not stereotypical enough, actually. The fact that she speaks english is one issue then there's the complaint that her default costume doesn't really look like something native here but as I said, so long as she gets a Jollibee costume, I doubt it's going to be that big a deal when the game does release locally.

Several things, she doesn't look Asian in the slightest, her name for starters doesn't imply she's Asian or Filipina I legit thought she was brazillian or from somewhere in South America, she's darker skinned than all the other Asian characters(I realise Asians can have darker skin, but they usually don't in games) and her face is fairly western looking.Considering the fact that it's become standard for Tekken characters to speak their local language, it just stands out that they made her an exception. And I highly doubt it would have been hard for them to find a Filipina actress to do her voice but overall, it's not big deal if she at least has an accent. As you said most Filipinos (myself included) are very fluent in English so we largely don't mind (most of the controversy surrounding her isn't really that much, mostly from ignorant politicians).
