I'm not seeing it. Like the majority of the screenshot is being dominated by the hair and eyepatch to make anything out. All we can rule out is that isn't Lisa based on skin tone. Unless that ear is iconic enough to narrow down the suspects even more.

Looking at this bit of face from that angle remind me the plane expression of Kokoro. Of course we don't have enough element to judge, but the lack of element is actually a hint. We have a nose, an eyebrow, the high part of her maxilla and her little ear. You can tell if she's smiling, grinning, lifting her eyebrow and a lot's of thing, but here we don't see anything.
Most of the girls would be recognizable, even with such a close shot and the eyepatch, because of the expression they make (try looking at Ayane's grinning from that angle, you can't fail to recognize her in most of her victory poses).
Only two girls make really plane and empty expression which would give you a hard time to recognize from that angle : Momiji and Kokoro.
Both would be pretty plausible.
I revise my guess, I now think it's momiji.

Could be Momiji, Kokoro, Ayane or Leifang, we just can't see enough there. I think it's probably Ayane though for the reasons that others have already pointed out.

All joking aside, I'll go with Ayane. Momiji's weird bob hair included in LR, IMO showed off that changing her hair that drastically really makes her not look like herself. I think this hair would be WAY too much of a departure for Momiji.

I know we could look and speculate at things until the video/pack is released, but seen as how you can kind of see her nose and cheek, and its a bit button-y, it looks like it could be Ayane.

Yeah plus her hair in the front is different. Same for Kokoro.

I think that only leaves Ayane, Lei Fang, Hitomi, and Phase 4 as possible candidates.

I see this pack being made in multiple ways

A) They could choose 3 girls per group to be represented in the costume pack

Example:
Hanzo girls (3)
Homura Crimson Squad girls (3)
Gessen girls (3)
Hebijo girls (3)
new girls in Estival Versus (3)

Making that 15 leaving one more spot for one of the forever dlc girls (Daidouji or Rin)

B) They can include all the Hanzo and Homura Crimson Squad girls (former Hebijo girls) seeing how they are the main 10 in the series leaving 6 more spots. Yumi is the face of the Versus series and is one of the main characters and is a clan leader as is Miyabi. So those 2 would get in leaving for 4 more spots.

C) They are given whatever outfit is given to them without a system
