i think phase 4's costume is the only one that can transform if the others did team ninja would have put a picture the same way as phase 4's for the other characters
and i don't think the characters that they are dressed up as can transform ? i don't know

Actually, the Falcom mashup theme didn't have destructible costumes but ya, everything else did. I'm actually doubtful about this myself but we'll just have to see. I do hope the hats some of the girls are wearing can't be knocked off, they look so cute, especially Mila's.

Actually, like half the tatsunoko outfits weren't destructible. Not just the guys, I don't think Mila's or Kokoro's outfits were destructible either.

Looks like it. The wiki says 26 though but its been wrong before.
