Erm... I have another theory.
Since Gen Fu and Eliot were (probably) the last (male) characters created in Vanilla, maybe their models (abs, pecs) are not perfectly polished. Maybe TN doesn't want to unveil these imperfections. Could be wrong, but I've never seen Eliot and Gen Fu fully topless.

Yeah and that. XD I had that theory before and somehow forgot it...

So for the women, it's naked aprons that can be destroyed to reveal something between swimsuits and lingerie. For the men, it's swimwear.

Overall, disappointing. They just used swimsuits, slapped on some red and/or hearts for the guys, gave some of the women stockings and shoes, other women garter belts but no shoes, and other women nothing, and gave the women color-themed maid aprons with hearts, and called it a day.

Honestly, it's kinda nice to see male characters finally getting proper swimwears, why in a valentine pack though.
I would have thought to buy Ein's if it was a normal swimwear like the others, but it's just his (2015) halloween's one but with a hula skirt instead, the lazyness.....
The only different thing i've seen on the girls' costumes is on Honoka's 'cause she's wearing stockings [?] , the others don't (who cares about that anyway lol).
If had to pick a best costume in the pack it would be Eliot's.
