Phase 4 kills you in 2 guesses, and as I've stated MANY times she does not have to use her unsafe strings. The tools that she is using to open you up are rather safe with not much risk attached. 2P=+0 on hit (Are you just going to block a 2p, and if you do who cares?), 66K is a teleportable move...

Phase 4 isn't anywhere lower than S. I don't understand how anyone that's watched the competitive scene for the past 2 years can't see that. You guys look at characters on paper too much. Kasumi isn't that great. This is nothing new. Her best version was vanilla.

No Kasumi isn't really that great to be completely honest. She has to play a lot of stun game for fairly average damage. Phase 4 does an insane amount of damage on normal hit, counter hit, and from throws. Her 2p is 0, and she is the fastest speed class in the game, so phase 4 has a really easy...
