I agree with Rachel. We know one thing about this character: that (s)he wears a Tengu mask. That's it. Literally nothing else. It's even in question if this is even a new character, I maintain my belief that this is just a costume for an existing character from the Costume Contest.

I always thought Phase 4 was just a way to have Kasumi Alpha. I just wish we were back to the good ol' days when people put aside the fact that she was a clone and praised her teleportation style.
