If the game is 25 chars including Nyotengu and P4, I don' think those two will make it… We are at 18 chars now, right? So only 7 spots left to claim and there are more important females… and they need at least a few more guys XD

And I honestly think Shimbori should be more ballsy in interviews and do at least some myth busting.

DLC is not included in the 25 characters, we will have 27 in total.
So far we have 18 characters that are confirmed for the base roster,
(Kasumi, Helena, Ayane, Hayabusa, Hayate, Diego, new female, Rig, Jann, Zack, Bayman, Hitomi, Leifang, Marie rose, Honoka, Bass, Tina & Mila).
So we have 7 characters left + Phase 4 and Nyo. We already got Kokoro and Lisa teased so we have 5 characters left for the base roster that have not been revealed or hinted at. My guess these 5 are Christie, Eliot, Brad Wong Gen fu and Raidou. I was very optimistic at first but I think my girl Momiji isn’t in
