Tekken is different though, In DOA there is a hold system that basically demands both punch and kick attacks, even if a character has more than the other. If Naotora could only kick and this boxer character could only punch, they wouldn't get far in battle at all: instead of a 1/4 chance of getting held, you'll have a 1/3 chance, 3/6 if you wanna count all possible holds making it basically a 50/50 chance everytime, it would basically be like a psuedo 3 point hold system all over again for that character. Tekken can get away with it since there's no hold system aside from a low parry, and Steve already struggles against opponents with a high/mid parry or reversal which is already his weakness.
