I agree, but currently Phase 4 is not trying to impersonate/not impersonate someone simply because she doesn't own freedom, rather she is only a tool in the hands of MIST, in the end a slave used for experimental tests. Her quotes are supposed to be inner thoughts while she is doing MIST's job and potential seeds for her future development, but currently they aren't the thoughts of someone that is trying to get a personal identity, simply because she has no way to do it neither - at the moment - a certainty that she is acting wrong and a serious wish to go against her "parents".
If you know the Evangelion series I suppose that Rei Ayanami's character (intended from the "second" to the "third" one) represents very well a character close to Phase: while she is not treated as a slave or a simple weapon, again she is basically an artificial tool in the hands of the Nerv for the commander's purposes. Simplifying the character Rei's passive behavior led her to execute the orders without too many thoughts neither self care of herself, however with the progression of the series Shinji's influence led her to acquire more and more awareness of her own persona and wish to get an own identity detached from the ties with Gendo. I suppose that with an ordinary ending for the series, the predictable development for the second Rei would have been the one to get a proper life following Shinji's example.
Phase is apparently following the same path with the only difference that apparently she doesn't need of external influences for developing this feeling of self-consciousness or need to follow her own wishes rather than what ordered her, but anyway just now this is not enough for changing her "lifestyle". Not sure if she will get an happy ending or less in the end, but in any cases I'm pretty sure that her awareness and rebellion from MIST will happen and only through/after a fateful encounter/struggle with Kasumi.
