Stahp. As another who studied design and designs characters as a hobby I gotta agree with Tyaren here.
.doesn't matter if you like her or not. She is objectively a poor character design. Only unique thing is the hair otherwise she's like Honoka. Strictly formula

There are a lot of variables to account for like Enforcer said. And I think the well
has been poisoned in terms of recognizing the SF characters just by their color scheme. For one thing, it's been decades of having those designs shoved in our faces. For another thing, we're all FG players. Show that to my older brother and he probably would get...maybe Ryu and Chun-li. And that's pushing it.
There are indeed guidelines you can try to follow that will help make your character memorable, e.g. unique silhouette. But, even those rules can't really ever account for taste. And then after that unique =/= appealing. And sometimes a design can be overdone and would be best kept simple. I'm not a huuuuge fan of Laura's design, but I think that it kind of works in that there's not a whole lot of extraneous nonsense going on. It's pretty straight-forward, kind of like Elena's design. The hair is indeed memorable (at least among fg characters) and helps with the silhouette. And sometimes that's all you really need. A small hook. And that simplicity, combined with being spammed like the other SF2 characters are, would probably lead to her being memorable.
I personally wouldn't have gone with Brazilian flag colors. That's a little too much of a low ball. But they are certainly loud enough to stick out in a crowd. And I think the only real parallel we have is maybe she's a mish-mash of Eddy and Christie. If that's where the list ends, that's not super terrible. As opposed to, say, Honoka and Marie, where we're kind of drowning in parallels and comparisons.
If I were designing her, I would've at least tried to deviate from the straight two-tone color. Maybe have a little more patterned or textured yellow designs on the green. But, I don't think I'd do too much to the outfit itself.
