No one can know it with certainty; the only thing in favor of the eventuality to get the pack on Steam in parallel with the release of consoles is that the last set released for PC (Deception, Fighter Force, Tamiki Wakaki, etc...) were effectively single packs and not more included inside a big unique one as the first four Steam packs.

Ya, it's good that PC is caught up and that it's down to single packs, but I suspect they might still be delayed if TN is using the time buffer to counter piracy or delays in Steam certification.
