This is the truth... but while it's a good reason for not making of sexy outfits for males the focus of the vestiary in the game, I don't still consider it enough for not giving anything to them under these terms when there is the request from a - minor - part of the fanbase (and I don't talk necessarily of swimsuits).
But again I believe that it's still a matter of Koei Tecmo; in the past DLC packs where Team NINJA selected outfits for the males they have never neglected fanservice for the males (even if not at the degree of the girls, of course). Remember that until Doa4 only Leon, Ein, Jann Lee and Zack (if I'm not wrong) were showned shirtless in the game, now from DoA Dimensions everyone showned their abs with the current TN.
