Which is because she's only in arcades and technically the rest of the world outside of Japan doesn't know she exists yet. XD Go for it. I really liked your P4 design and am really hoping to see it in the game still.

I mean Mila. I think that your new Designs would qualify as new. Considering Leon you could maby add a human skull as a shoulder pad to your original drawing and go for the soldier gone Mad motive.
you could also thraw one new picture of Milas costume featuring the underboob so that people notice the Sexappeal of the costume right away and vote for it and then have a little window at the side that just shows Milas torso with the crop top. that way you wouldnt have to redraw the legs and head.

Why "tiny fanbase"? Exactly as happened for Marie Rose, Female Tengu was able to gain an huge popularity immediately after her release. Honestly I think that if you will partecipate with an outfit for her you will get the opposite problem, so with many competitors for her just as happened for MR in the previous contest (but I would love to see a design for Nyotengu from you!
).Phase-4 it was an exception because the character hasn't an original design and the idea to use an human clone of Kasumi was already used in DoA Dimensions (indeed it's not a case that she is gaining a boost of popularity through her moveset matter, so after the release on console).

Jokes aside, this would actually be really funny, but probably overpowered as reading her movement would be a nightmare... So all in all fit the Halloween theme well.

This is a really good design in my view. You shouldn't have to change anything. It fits the character and the theme. Now, if you ask me personally I'd go with red as it matches the mask and amulet better. Teal doesn't seem to fit what I associate with the phantom of the opera as it is such a telling and unique color. Then again, I might be missing something, so don't take my word for anything.
