I'm aware that TN's marketing and relations department sees the Western Audience as second-class, but via Twitter, if nothing else, they are fully aware that there is a portion of the Western community that is very vocal about their sympathy for Tengu. If TN went through with this, they did so knowing full-well what kind of response they'd get from that group.
If the JP don't really care about Tengu (very likely), then TN could simply appeal to them by making characters that have nothing to do with Tengu at all, and they reasonably should not be bothered. By adding the "tengu-but-not-tengu" element, I can see no purpose but to elicit a response from those who do care (the vocal western group mentioned prior). This thought isn't helped by antics like their April Fool's incident, i.e., they have a reputation for trolling the West who likes Tengu.
Again, I'm not jumping to premature judgement before I know what all this is even about, as there are no certainties. But am I highly, highly skeptical given their history? Yes.
