Strange.

If you hit two lows consecutively to a grounded opponent, you'll get an automatic forced tech. It has to be quick enough for the second hit to connect while the opponent hasn't "recovered" from the first hit. It's a mechanic put in place to remove grounded infinites. It's a good system.
