So, onto mids. Both have a 13 frame mid, but Bayman’s is WAY BETTER. First, it nets more damage, meaning that if Hayabusa and Bayman both go for their fastest mid in neutral, Bayman’s will beat Hayabusa’s (he effectively cannot match Bayman’s mid speed). Furthermore, Bayman has way better on-block mix-ups from using this, making it a far more effective poke and less risky to toss out than Hayabusa’s.

Now, for lows. Yes, Hayabusa’s 2P may be 14 frames, but it’s neutral on NH. That’s terrible for him, given that in general, as I’ve been describing, he’s is in fact slow as balls. So you never even want to use this. If you’re trying to simply negate an attack, you’re better off with mids. Now, Bayman is “slower” at 16 frames, but his 2P is +1! So combined with that superior 3P in the neutral game,

making it a 12 frame move is very useful! So 2P then has a use, since a 16 frame move is still damn hard to react to. So basically, Bayman has a useful low poke at 16 frames. Now, what is the speed of Hayabusa’s fastest USEFUL low from neutral? 23 frames. And even then it’s far less useful than Bayman’s 16 frame low. So, 16 frames beats 23 frames easy in regard to low pokes.

So basically, Bayman has faster useful options on all hit levels, and beats Ryu in the mid category universally, which is by-and-large the most important hit-level for poke speed. So actually, Hayabusa is slow a “slow ass character” and he is slower than Bayman.

Okay, onto second point:
IMO, Ryu is not “easy to use compared to Ayane.” Ayane has a lot more tools than he does,

more advanced juggles that are dependent on different weight classes and all that stuff. So some people feel like mastering all of those and knowing how to integrate them makes her harder to use inherently, which is not unreasonable.

But, Ayane is much, much better at blanketing opponents’ options, whereas Ryu must work on direct reads.

This applies to spacing and their range tools, but it’s especially so up close. For one specific example (of many), Ayane’s 2P is a great close-range tool that keeps a huge chunk of the roster honest up close, preventing them from just mashing you out. A large number of your opponent's options are beaten by this move, so you can toss it out without a perfect read and still get things in a position favorable to you

And while you can counter these moves, that requires the opponent to make a very specific read, whereas your read as Ayane in those situations (and quite a few others) does not have to be precise to be successful. use than Ayane, but I am saying that he has some pretty unique obstacles in his path during high-level play that are not shared by many other characters, Ayane included. As such, it can be easy to overlook his “difficulty,” since overcoming these and can be quite challenging.

Again, this is all subjective, but that's my view.

Hayabusa is sorta more fun in NG than DOA, but I think that’s mostly because NG is just a better game than DOA is. When NG is not better, he’s more fun to use in DOA. For example, I’d take playing Hayabusa in DOA5 over playing him in Razor’s Edge any day, because Razor’s Edge is terrible. But I’d rather play Hayabusa in Ninja Gaiden Black than in DOA5.

And lastly, the proposal that someone should not complain about having ZERO good lows because “we have scary tick throws” is absurd, especially given how you’re evaluating tick throws (for example, Rachel does not have one of the scariest tick throw games by a longshot, nor really does Ryu, though his is better than hers). Now, if we had valid compensation, okay. Not a huge deal.

For example, in Vanilla, we had valid guard pressure. Still shit lows, but valid guard pressure. So it was okay. Now Hayabusa's guard pressure is SHIIIIIIIIIIIIIIIIIIIT. And combined with the fact that we have no good lows, it's a nasty situation where we are forced to rely on tick throws.

Now, Hayabusa does have an above-average tick throw game, yes, but it's still not one of the best. And given how bad his lows and guard pressure is, he really deserves to have THE BEST (or at least one of the best) tick throw abilities in the game. But in order to give those to him, you'd have to actually give him guard pressure

(ie: scarier delays, mix-ups, frame traps, speeds, crushes, that sort of thing). And if he had that, he wouldn't need the tick throw upgrade or the lows in the first place.
