Yeah...that was DOA5U this is DOA5LR. Till proven wrong, I think it's obvious that we are getting more characters, the site says what is says. Certain clues point to a Spring release and dat bottom row lol. Guess we'll see.
I don't get why people asking for shit that will not happen
I'm pretty sure we're getting new characters, the 3 DLC newcomers aren't going to draw anyone in with their exclusivity like Momiji and Rachel could for DOA5U

Like someone pointed it out, Ryo would be an great marketing coup.

Donovan-given Omega Genra's move set/ own moves or a Brand new fighter
Ryo- the last guest character
Irene-fan request
Tengu-fan request (yeah I know Nyo is there, but you still have many characters in the game with similar move sets), The original Tengu could draw people in, plus he could be paired with Nyo as a tag partner. Yeah he's dead, but still could be part of the game.

Hmmm guys don't expect Tengu to come back. Sorry to say that, I don't mean to be rude, but he was/is/will be nowhere as popular or deep as Nyotengu. TN's idea to bring Tengu-dou back to life via Nyo was the best thing to do in terms of marketing, gameplay and storyline.

Believe me, that tweet about more characters after Phase-4 IMO wasn't really wrong until they decided to release/change enough content for a third remake. The same for that new stageS in DoA5UA (still hoping for another stage for DoA5U, but at this point would be counterproductive for TK cut a possible exclusive from DoA5LR...).
If DoA5LR is going to expand the story mode (as the temporary cover with Kasumi and Phase-4 could hint), then all the new in disc charas of 5LR will be very likely part of it. In a such case could be more likely to expect in disc, rather than as eventual later DLC, new characters higly related to the plot as Irene or Donovan.
I agree: while, even if unlikely, charas as Raidou, Genra or Shiden have still a chance to be part of the roster, Bankotsubo, Kasumi Alpha and Spartan 457/Nicole (putting aside her copyright matter) are definitely out now that the game have charas working as replacements for them.
But maybe in a future game, realized on the TTT model with a dream roster rven contemplating clones slighty different in the movesets, we will see again these characters together with their new alter egos...
@KwonJigglypuff : from the words of Emperor Cow after his last travel in Japan, Hayashi said him that Ryo is too much similar to Akira (implied for adding him in a game already including Akira).

They are integrating all the ng characters and some stages into DOA while all they've done of the inverse was add Kasumi to one of the remixed rereleases.

I don't know considering that it's a content related to the swimsuits and in 5U all the swimswuit pack of DoA5 were excluded.
However, if also they will be included, I believe that only the charas for DoA5U will get the private paradise videos in disc (the others will be very likely a content to buy separately).

They could atleast have eastereggs anyway like if a level is in New York you could go past the gym in doa5.
Or if a level is in New York have DOATEC signs all over the place
Or have one of DOA4s level copied almost exactly like an area in NG2

This is great, not only because give the confirmation that what we saw in the teaser (better textures, lightnig effects, particles and explosions on screen, all -hopefully- in 60 fps and 1080p) is possible on the old gen, but at the same time open the path for a major graphical improvement on the next gen
