Well, yes and no. the "instant" input for the hold3 inputs does take a bit longer on the fingers, but two things should be considered:
1) then one could argue that a normal 3P might also be executed slower than a 6P
2) in many situations you have time to buffer it. For example, at match start you can hammer out the directions while it says "get ready", and then hit P after it says "fight." Similarly if you block a move that's neutral on block, there are still delay frames on both fighters to account for the move's normal recovery frames. This time allows you to buffer in inputs, such as a 46P or a hold3P.
But yeah. It does take a skilled player to use it at full potential. That said, Tina is faster than she's sometimes given credit for. Certainly no Bass.
yeah those nasty BT setups are hard to deal with. But if it's a rising move, then it can't be executed as fast in every situation, so it's not like a REAL 12 frame mid in all senses
Yes. Tina's jab is 11 frames, but I would take a faster mid over a faster jab any day. Tina's hold3P is 12 frames, and her BT 7K is actually 11 frames (mid kick), believe it or not.
