This is purely speculation but what if Mai does get one and Leifang doesn't get one?
I mean Leifang already has 3, not to mention Nyotengu also has one from her.
Mai really needs costumes.

Mai will be out of this Season Pass.
In the last update Team Ninja added 12 slots for each girl, except for Mai and Virtua Fighter girls. PC modders discovered this and speak about it. Until June give up on Mai.

Swapping the outfit to Lei despite her having 4 (red green blue white) is probably easier than getting permission from snk to put something on Mai

I knew these looked familiar XD Looking back, I don't think TN is coming up with these packs on their own anymore. It looks like they got the cheongasm idea from SK Estival Versus, probably when they got together to collaborate, they're literally the same outfit, they just had to add a short variation and stocking and gloves to whomever needed it. TN is slick, but it's whatever, I still love it XDMore pics guys

Okay, @Kyo was right about there being 16 costumes in March, and with the ArcSys costume pack likely to drop then and having 17 girls shown in the promo pic, I'm starting to think that Phase gets a transforming Noel and Mu-12 costume. This has also slightly (very slightly) rekindled my hope that Kasumi will get Dizzy, largely due to how Dizzy's personality fits Kasumi more than Nyo.

Copy & pasting this outfit onto their own character is easier than having to ask SNK for permission and then copy & pasting it onto Mai. They have to send a mockup of what it would look like before they make it to SNK and if SNK accepts it and decides they want money from it they have negotiate what percentage goes to SNK and what percentage goes to KT and I'm sure KT isn't fun to negotiate with. Then they have to write something up for that so it's on paper plus whatever else paperwork and business stuff would be involved. Meanwhile TN has a schedule to stick to releasing monthly dlc. Then Mai's would be $3 (see her debut pack) while everyone else's are $2 and then they'd have fans bitching at them for that on top of everything else we bitch about. Putting it on Leifang would skip all of that.@Chapstick
