The Japanese voices don't sound over-inflated at all. In fact, I find them too muted and flat. Back in the old DOA games everyone sounded to vibrant and full of energy. Now they sound old and apathetic. Damn shame.
But still a million times better than the English ones.

In regards to Japanese vs English - Like somebody stated, it's just when it comes to anime based games, the English VAs are seemingly bad. However, you play a game like Resident Evil or Bioshock, or something along those lines and it's totally different. The English voices are amazing.
They just hire the wrong people for the wrong voices- especially in DOA, and that's all there is to it.
No they're just lazy, look at phase 4
